As said that \u201cnot all that glitters are\ngold,\u201d fact emerging from an inside source (an employee) in one of \nthe Nairobi offices lay bare questionable behavior, slavery attitude\npurely reflective of the apartheid era in South Africa during late\nNelson Mandela time is presently on-going in CGTV. <\/strong>\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According\nto Mr Sam(real name with held to avert a backlash) narrated how\nChinese journalists working in their Nairobi offices live like\ndictators purposely due to their color of their skin and not place on\nany variation. \u201cWe (African journalists in CGTV) have to let the\nChinese go first in the restrooms and we&#8217;re only allowed to eat in\nthe cafeteria after 1 p.m., after they have eaten. They treat us like\ntheir inferiors,\u201d stated Sam. \n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In\nspite of the make-believe in the eyes of international community that\nCGTV is following the standard of journalism, Sam defers by stating\nthat \u201cCGTV does not follow independent journalism standard but\ninstill fears in their Black employees never to tell any negative\nstories or events bothering on the broadcast station to anyone if\nthey want to keep their jobs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet\nLiao Liang&#8217;s mission in the Kenyan capital is hardly confidential: As\na senior editor of the CGTN, a subsidiary of Chinese state\ntelevision, his task is that of shining a positive light on his\ncountry&#8217;s ambitious activities- particularly those in Africa, where\nChina&#8217;s reputation has suffered as its footprint has grown.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\nbroadcaster occupies three floors in the K-Rep Centre, a\nmirrored-glass high-rise in the upscale neighborhood of Kilimani. The\nfirst security check comes right at the building entrance, including\na pat-down and questions from the suspicious receptionist. After\nthat, though, there&#8217;s no getting by the next receptionist on the\nthird floor. &#8220;To be honest,&#8221; she says with fake regret,\n&#8220;there is no chance you&#8217;ll be allowed to see Mr. Liao.&#8221;\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Liao\nLiang is top dog at the broadcaster. He was allegedly an army officer\nin a previous life, but little else is known about him. CGTN employs\naround 150 people, including journalists from China, South Africa,\nBritain, Nigeria and Kenya, yet even when promised anonymity, nobody\ninitially agreed to speak with DER SPIEGEL. &#8220;They&#8217;re afraid of\nLiao,&#8221; an employee would later say.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Tell\nChina&#8217;s story well,&#8221; instructed Chinese President Xi Jinping\nthree years ago when he visited the broadcaster&#8217;s headquarters in\nBeijing. CGTN journalists aren&#8217;t just there to ward off criticism of\nChina&#8217;s expansion in Africa but also to break the West&#8217;s media\ndominance. The broadcaster has a similar mission in Africa as\nRussia&#8217;s state broadcaster RT does in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At\nthe heart of China&#8217;s Going Out policy is a media offensive launched\nin March 2018, an initiative coordinated by the broadcast group Voice\nof China and carefully monitored by Communist Party censors. In\naddition, the state-run news agency Xinhua was expanded and now\nclaims to be the largest news wire in the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\nThe\ncampaign has been pursued particularly energetically in Africa, a\npart of the world that China believes has a bright future. Every\nyear, 1,000 African journalists take part in training programs in\nChina and Chinese investors have been investing heavily in African\nmedia outlets. The TV station StarTimes now broadcasts its paid\nofferings in 30 African countries and declares itself to be the most\ninfluential digital channel on the continent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For\nCGTN, its Nairobi offices are one of its largest subsidiaries outside\nof China and it is the only television station in the world that\nbroadcasts in all six official UN languages. It has 79 million\nFacebook followers, which is roughly as many as the BBC and CNN\ncombined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\nCGTN\nclaims to be independent. On billboards in Kenya, it uses the Swahili\nslogan &#8220;<em>mtazamo tofanti<\/em>,&#8221; or &#8220;see the\ndifference.&#8221; The station also insists that it is both open and\ntransparent, but its headquarters are as well-guarded as the\nForbidden City in Beijing used to be. After several attempts at\nfinding someone to talk to, one employee finally agrees to meet at a\nneutral site. \n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sam\nisn&#8217;t particularly complimentary of his employer. &#8220;It&#8217;s an\napartheid system,&#8221; he says, with the Chinese at the top, then\nthe whites, then the blacks and at the very bottom are the Kenyans.\n&#8220;As I said earlier, we have to let the Chinese go first in the\nrestrooms and we&#8217;re only allowed to eat in the cafeteria after 1\np.m., after they have eaten. They treat us like their inferiors.\nSometimes, I only receive half of my contractual editor&#8217;s salary of\n2,000 euros per month, said Sam. He says he is penalized 2,000\nshillings &#8211; around 17 euros &#8211; for every mistake in his stories,\nincluding typos. \n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He\nis particularly bothered by the fact that at CGTN, as he claims, he\nhas had to abandon his journalistic integrity. He says he continues\nworking there because of the lack of alternatives. &#8220;We don&#8217;t\nproduce independent journalism, but pure propaganda by order of the\nCommunist Party.&#8221; He says the goal is that of presenting the\nmost harmonious image possible of China&#8217;s activities in Africa,\nincluding construction sites full of smiling workers and positive\ncoverage of massive endeavors like dams and other mega-projects along\nwith humanitarian aid contributions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\nSam\nsays he sometimes feels like a news footsoldier who merely fulfills\nthe orders given by Commander Liao Liang. He shows a text message\nthat he recently received from the boss: &#8220;No reports on the\nchaos!&#8221; The reference was to political disturbances in a country\nin Africa.
