Not all the stolen jewellery has even been recovered,&#8221;<br \/>\nwhile his officials displayed a glittering pile that included two dozen gold necklaces<br \/>\nand some 40 pairs of gold earrings.<\/p>\n<p>The greed of Abacha, who ruled for five years after a 1993 coup, shocked even Nigerians<br \/>\nused to plundering on a grand scale. He is believed to have stolen $4.3bn while in office.<br \/>\nIn one case, he was accused of gutting a $500m state-owned steel plant. The tradition has<br \/>\ncontinued as Nigeria&#8217;s oil wealth continues to be looted. In April, James Ibori, an influential<br \/>\nformer governor, was jailed in the UK for looting $250m over eight years.<\/p>\n<p>The Abacha family have largely lain low since the short, flamboyant general died of a heart<br \/>\nattack while cavorting with Indian prostitutes. As his death sparked an outpouring of jubilation,<br \/>\nhis wife Maryam was caught trying to flee the country with 38 cash-stuffed suitcases.<\/p>\n<p>Abacha&#8217;s Foundation Collapsed<\/p>\n<p>A $5m Peace Foundation set up by the family, intended to sell &#8220;Abacha-themed&#8221; televisions, sandals, rice and<br \/>\nsoap, later crumbled.<\/p>\n<p>Also, a push to recover $4bn squirrelled away into the family&#8217;s private accounts in Switzerland forced the<br \/>\ntax haven to relax banking secrecy regulations after landmark rulings. In 2006, the Swiss authorities<br \/>\nreturned $500m to Nigeria \u2013 the first time European banks had returned looted money to an African country.<\/p>\n<p>Nigeria Police Force is Corrupt-US Govt<\/p>\n<p>The United States has indicted the Nigeria Police Force saying that corruption in the institution<br \/>\nremained very rampant. A recent report on Human Rights Practices compiled by the United States Bureau<br \/>\nof Democracy, Human Rights and Labor, said that the Nigerian Police corruption remained rampant,<br \/>\nparticularly at highway checkpoints.<\/p>\n<p>The Report stated: &#8220;Police routinely stopped drivers who did not commit traffic infractions, refusing<br \/>\nto allow them to continue until they paid bribes. The Office of the Inspector General of Police attempted<br \/>\nto strengthen the Police Monitoring Unit, which was charged with visiting police stations to search<br \/>\nofficers for signs of accepting bribes; however, the unit remained ineffective and made no arrests<br \/>\nby year&#8217;s end. Authorities generally did not hold police accountable for the use of excessive or deadly<br \/>\nforce or for the deaths of persons in custody. Police generally operated with impunity in the illegal<br \/>\napprehension, detention, and sometimes execution of criminal suspects. The reports of state or federal panels of<br \/>\ninquiry investigating suspicious deaths remained unpublished.. Citizens could report incidents of police<br \/>\ncorruption to the NHRC; however, the NHRC did not act on such complaints during the year, and no other<br \/>\nmechanism existed to investigate security force abuse&#8221;<\/p>\n<p>The US report also said that the Nigerian Police mistreated civilians to extort money, stressing that<br \/>\nthe law prohibited the introduction into trials of evidence and confessions obtained through torture.<br \/>\n&#8220;However, police often used torture to extract confessions. The law provides criminal penalties for<br \/>\nofficial corruption; however, the government did not implement the law effectively, and officials<br \/>\nfrequently engaged in corrupt practices with impunity. Massive, widespread, and pervasive corruption<br \/>\naffected all levels of government and the security forces.
