BY LOVETH EMEKA/REPORTER (NIGERIA) & TINA STEPHEN, REPORTER, CHIGAGO, UNITED STATES
CERTAINLY, you are right to say going by the indices of insecurity in Nigeria and gradual failing intelligence policies which has led to so much fear, apprehension and tension in the polity, the country’s national security is presently under a serious threat. The success or failure of any government is predicated upon the nation’s national security in concert with intelligence policies. National security is the requirement to maintain the survival of the nation-state through the use of economic, military and political solutions. Greatly affecting Nigeria now is the continual attack on Nigeria by Boko Haram, a notorious Islamic militant group, Kidnapping-being another form of terrorism, armed robbery and lawlessness. Regrettably, 40million Unemployed youths and 80% graduates unemployable in Nigerian job market are twin problems that must be dealt with by the administration of President Goodluck Jonathan. In the words of Robert McNamara a former United States Secretary of Defence, he reported said: “Any society that seeks to achieve adequate military security against the background of acute food shortages, population explosion, low level of productivity and per capital income, low technological development, inadequate and sufficient public utilities and chronic problem of unemployment, has a false sense of security.’’
National Security threat
Naija Standard reportedly gathered that National Security Agency (NSA) saddled with the stable national security of the nation through the National Security Adviser ought to have clear and achievable objectives on how to keep this country safe. More worrisome is the fact that 40million youths are unemployed and 80% graduates from Nigerian universities are unemployable in Nigeria.
Intelligence Coordination
Our Correspondents expect effort to be made by the NSA to the National Intelligence Agency (NIA), State Security Service (SSS), Nigeria Police Force (NPF), and Nigeria Immigration Service (NIS), Nigeria Customs Service (NCS), National Drug Law Enforcement Agency (NDLEA) and Ministry of Internal Affairs (MIA) through the Defense Intelligence Agency (DIA) to coordinate the efforts of the Directorate of Military Intelligence (DMI), Directorate of Naval Intelligence Agency (DNIA), and the Directorate of Airforce Intelligence (DAI) in prompt intelligence gathering, crime monitoring, forensic analyzing and ‘security-radar’ of ‘criminal suspects, terrorists and hoodlums’ in the society.
There should not be any quarrel among security agencies in ‘Intelligence Sharing, Coordination and Implementation.’ Expectedly, any and all information gathered that may be considered a threat to the stability of the country, be it from afar or within, should be shared with NSA for passage to the proper agency authorized to checkmate such insurgency.
Unresolved Security Threats
Naija Standard learnt that such assumptions do not shape the current National Defence Policy (NDP). The NDP recognizes that potential threats exist arising primarily from unresolved geopolitical issues. One of such unresolved issues is Nigeria’s extensive [about 4900km] and largely un-demarcated borders with the four contiguous countries of Republics of Benin, Niger, Chad and Cameron. Nigeria will continue to experience border violations as long as these borders are not properly defined, demarcated and protected. Also seeing as an external threats from the contiguous countries are the social dislocations that might emanate from internal upheavals. Nigeria’s military strategic requirements are to be able to fight on two fronts and participated in Peace Operations overseas.
Crisis of Unemployed Youths & Graduates Unemployable
Investigation by Naija Standard showed that there are 40 million Nigerian youths unemployed, while 80% Nigerian graduates are unemployable.
A source in the Ministry of Labor reportedly told Naija Standard that “The figure World Bank gave was that we have about 40 million [unemployed] youths between 18 and 25 years. The figure is not even captured by unemployment index because they are not looking for jobs as the jobs are not there. However, we are doing whatever we can do to attack and address this huge problem.”
His words: “Unemployment has assumed a different and worrisome dimension in view of the effects of the current global financial and economic crisis on the people, especially in terms of job losses and the creation of new ones for the ever-growing populace. Nigeria, no doubt, is not an exception and, indeed, has been classified by the World Bank Report on “The Global Economic Crisis: Assessing Vulnerability with a Poverty Lens’ as a nation with exposure to poverty.”
N78bn on Medical Treatment Abroad
Naija Standard further learnt that over 5,000 Nigerians travel abroad to spend a huge sum of N78billion yearly on medical treatment. Confirming this Professor Onyebuchi Chukwu, Nigeria’s Minister of Health said: “Over 5,000 Nigerians travel abroad monthly for medical attention and ship to foreign lands at least N78 billion yearly for the purpose.”
Nigeria borrowed $600m from China to build railway line
At this time of precarious national security threat, Nigeria signed a deal from China government to borrow $600 million from China’s Export-import Bank, most of which will be used to build a railway servicing the capital Abuja and surrounding areas.
Nigeria’s finance ministry said “The Abuja railway, which is being built by the State owned China Civil Engineering ConstructionCorp, will cost $500 million and is due to be completed by 2015.
A further $100 million of debt will be used for Nigeria’s Galaxy Backbone project, which is to improving security and giving young people better access to technology.
A strand of the new railway will link Abuja city center with the international airport and the other plans to connect surrounding commuter regions with the capital. Roads around thecapital are poorly maintained, congested and dangerous.
Nigerian Finance Minister Ngozi Okonjo said at the signing agreement with China Eximbank in Beijing that: “The light rail in Abuja will improve transportation for all residents, especially the working class.”
5, 000 Nigerians travel abroad daily
Naija Standard was shocked to have learnt that due to the declining economic hardship and insecurity in Nigeria, 5,000 Nigerians leave the shores of Nigeria daily for Europe or America in search of greener pastures.
